- Structure: 16 teams divided into four groups of four.
- Format: Single Round-Robin.
- Match Rules: All series are 2-game sets (Bo2).

- 1st Place: Advances directly to Phase 3 (Playoffs).
- 2nd Place: Advances to the second round of Phase 2.
- 3rd & 4th Place: Advance to the first round of Phase 2.
